Under the general oversight of the Disaster Recovery Fiscal Manager (SSMI) the Fiscal Representative is independently responsible for the day-to-day activities associated with overseeing fiscal and compliance functions with particular focus on federal reimbursement under the Community Development Block Grant – Disaster Recovery (CDBG-DR).

This job can be done partly from home and partly from the office, based on California state rules. Sometimes, you may be able to work entirely from home, but the department will decide. You must live in California, and your office location will depend on where you live. This could change based on the department's needs.

Special Requirements

Confidentiality

HCD Disclosure Requirements

Selected candidates may be subject to rules imposed by a Conflict of Interest Code that apply to HCD employees, which may require filing a Statement of Economic Interest (Form 700).

HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates. This position requires a background check to be cleared prior to being hired.

Per CCR 249.3, this job control may be used to fill subsequent vacancies.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Preference for working with numbers and possessing strong analytical skills, especially in fiscal analysis, budgetary and expenditure reconciliations, and invoice review.
• Ability to effectively interpret regulations, guidelines, and policies associated with a complex federally funded grant program.
• Strong organization and project management skills.
• Interpersonal skills that facilitate working collaboratively and positively within a team, branch, division, and department.
• Capacity to work independently to balance conflicting deadlines.
• Experience managing multiple deadlines driven projects or deliverables.
• Fiscal or financial experience, training, or education.
• Experience using data management software, such as Microsoft Excel
• Experience using fiscal or financial management software, such as DRGR, IDIS, Grants Network, or FI$Cal.
• Experience working on and meeting the requirements of a Federally funded grant program.
• Experience working in the field of Long-Term Disaster Recovery.

Statement of Qualifications

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. Cover letters and resumes do not take the place of the SOQ.
