Our Constitution

ARTICLE (1)

GOVERNMENT

DEMOCRATIC - THEOCRATIC GOVERNMENT that is based on

  • 1Corinthians 12:28 Philippians 1:1, Ephesians 4:11 

  • The governance arrangement shall therefore be shared between the Clergy and laity

  • Decentralized but not Autonomous structures  

ARTICLE (2)

GOVERNMENT

  • The Ministry shall come under the Jurisdiction of the established governance structure at the General (international) Council  

  • National (Territorial) Council  

  • Regional (Zones) Council  

  • District Council  

  • Sub District (local) Council  

ARTICLE (3)

THE GENERAL COUNCIL

  1. The highest decision, law- and policy making body of the Ministry.

  2. Shall, vested with the final authority, deliberate and make broad policies for the Administration of the Ministry.

  3. Ensure the implementation and achievement of the objectives of the Ministry.

  4. Have approving authority and ultimate responsibility for the strategic operations of the Ministry.

  5. Approve annual estimates of income and expenditure of the Ministry

  6. Manage the property, programmes, projects, and funds of the Ministry

  7. Perform any other functions, which are incidental to the achievement of the objectives of the Ministry.

ARTICLE (4)

THE GENERAL COUNCIL

COMPOSITION

  • The leader (Bishop) Chair  

  • The secretary General (secretary) 

  • The field Director General  

  • The Missions Director General The General Financial secretary All National Overseers  

  • The National Administrator  

  • Special Quota for District Overseers with Larger congregations Globally (Max 5) 

  • National representatives of presiding Elders 

  • National Representatives of Deacons  

  • National Representatives of Specialized church Departments if any.

ARTICLE (5)

THE GENERAL COUNCIL

MEETING

  1. The general council shall meet annually and shall discuss all matters affecting the Ministry in general

  2. At any meeting of the general council, one-third (1/3) of the members present shall form a quorum, and two-thirds (2/3) Majority of votes cast by members present shall constitute approved and binding decisions of the council.

  3. Such meetings should take place at the General Headquarters, but for the initial operational challenges, the said meeting shall be in two blocks and locations to be determined by the leader / General Overseer.

ARTICLE (6)

THE GENERAL EXECUTIVE COUNCIL

  1. The General Executives council shall be the policy implementation body of the Ministry wielding and exercising final managerial and administrative control.
  2. The General Executive council shall  provide overall coordination of policy and programme implementation. 
  3. Exercise Executive power and control over Ministry resources and ensure its judicious use in furtherance of the aims and objectives of the Ministry.
  4. Prepare and draw annual plans and budget estimates and statements of asset’s liabilities of the Ministry to the General Council.
  5. Submit biannual reports of the Ministry activities to the General Council.
  6. Be responsible and accountable to the General Council in the discharge of its mandate.
  7. Exercises executive power functions in furtherance of the aims and objectives of the church. 

ARTICLE (7)

THE GENERAL EXECUTIVE COUNCIL

COMPOSITION

  1. The General Overseer as the chairperson  

  2. Secretary as the Secretary  

  3. The Field Director General  

  4. The missions Director General  

  5. General Financial Secretary  

  6. One representative of pastors with knowledge and experience in executive matters  

  7. One representative of the General Board of Trustees.

ARTICLE (8)

THE NATIONAL COUNCIL

  1. The national council shall function as the coordinating body of the Ministry Administration at the National level. 

  2. Its approved decisions shall be implemented by the National Executive board.

  3. They will have the powers to deliberate on matters affecting the ministry at the national level and forward important or necessary recommendations to the General Council in the interest of the ministry. 

  4. They shall serve as an intermediary body to coordinate the activities of the General/ Regional and District Councils.

THE NATIONAL COUNCIL

  4. National Presiding Elder as a board member
  5. National Financial Secretary  
  6. Regional / Distinct Overseers from each region. 
  7. Presiding Elders from each District  
  8. National heads of Departments

THE NATIONAL EXECUTIVE BOARD  

  1. The national executive board shall be responsible for the day-to-day Administration of the Ministry in respective Nations.
  2. They shall have powers to recommend to the General Executive Council, Managerial and Administrative issues.
  3. They shall be ultimately responsible to the General Council and General Executive Council.
  4. They shall have oversight responsibilities of activities, and the District Executive Board.

  1. The National overseer is the chairperson.
  2. The National General Secretary is the secretary.
  3. National Missions Coordinator.
  4. National Financial Secretary.
  5. One representative of pastors with knowledge and experience in executive matters. 
  6. One representative of the National Board of Trustees 
  7. One representative of Spirit-led women with knowledge and experience in executive matters.

ARTICLE (13)

APPOINTMENTS  

  1. The appointing authority for the Clergy and laity shall be the General Council and the Constitutionally deliberate officers and bodies 
  2. Directed by the General Overseers and upon the recommendations from the field Director General, Missions Director General, and National Overseers. 
  3. All the representative Overseers at the regional and District levels may also make recommendations for the Ordinations and appointments of Officers. 
  4. Ordinations and appointments into office shall be officiated by General Overseer. S/he may delegate this responsibility to the appropriate officers.

 ANNUAL KEY EVENTS (CONVENTION) 

  1. International Easter Convention annually at the General Headquarters (Cathedral) 
  2. Convention date shall be observed into Two (south and North). 
  3. National Headquarters shall hold an Annual Convention on dates and venue’s to be determined by the respective National Councils
  4. National-level events shall be organized by the respective Auxiliary Groups on dates and venues to be determined by the respective Groups. 
     

ANNUAL KEY EVENTS (CONVENTION) 

  1. Chapters shall also celebrate their respective anniversaries (dates the respective ministry were established or there about). 
  2. Leadership Training shall be held Annually at the National level to provide all workers with the requisite knowledge, skills, attitudes and motivations to increase performance and overall output levels.  

ARTICLE (14)

GENERAL FINANCIAL POLICIES AND PROCEDURES 

 PROCUREMENT  

  1. The Ministry and its established structures shall harmonize the processes of procurement of goods, works, and services to ensure a judicious, economic and efficient use of Ministry resources. 
  2. The Ministry at the various levels of governance structure shall for the purposes of procurement, constitute procurement Entities and shall have their respective procurement committees’ Authority Threshold. 

 PROCUREMENT  

  1. Anything above the limit must be approved by the National council. 
  2. The cedi equivalent are applicable at the prevailing exchange rates.

ARTICLE (15)

 FINANCIAL ARRANGEMENT 

 ACCOUNT OPENING  

  1. The Ministry shall open and operate designated accounts at the General, National, Regional, District, and local headquarters. 
  2. The signatories to the account at General Headquarters shall be:  
    *The General Overseer  
  3. The General Overseers shall be the principal signatories and any other two of the signatories to the account.  
  4. The Administrator, Secretary General, and the Treasurer. 
  5. This shall follow the General and National headquarters and vice versa shall be made through the appropriate banking system

FINANCIAL ARRANGEMENTS 

SUBMISSION OF RETURNS: 

  1. Financial returns shall be prepared for all financial activities on a monthly basis
  2. The Returns forms shall be completed by the chapter financial secretary and endorsed by the Presiding Elder/Administrator, Secretary, and the Pastor in charge.
  3. Guidance and approval shall be issued from time to time for the preparation of budgets by the National Administration council.
  4. Payment of obligation with respect to the retention and remittances discussed supra.
  5. Timely and accurate submission of financial returns shall be a major factor in determining staff performance level and merit.

ARTICLE (16)

GENERAL CONDITIONS OF SERVICES

PURPOSE

  1. Intended to establish partnership, harmonious and peaceful industrial relationships between the Ministry and it’s staff and to promote the interests of both parties and those of other stakeholders.
  2.  The conditions of services document cover matters connected with the teams and conditions of employment which shall apply to all staff in the services of the WESLEYAN CHARISMAITCS INT’LMINISTRY

CELEBRATIONS 

The church shall celebrate with a card-bearing member in the ministry on the following   

  • BIRTHDAY

  • GRADUATION 

FUNERALS

The Ministry/church shall grieve with a member on the following grounds: 
When a Father, Mother, Spouse, or Child pass away. 

TRANSFER OF A CHURCH /MINISTRY MEMBERS 

The Church or Chapter shall assist the member on the following grounds: 

  • Citation with envelope
  • Letter of transfer from the Ministry  
     

ACCIDENTAL ISSUES CONCERNING A MEMBER 

1. The Ministry shall assist a full member of the church if there is a report of an accident concerning that member. 
2. The member shall report such an issue to the authorities in the form of a letter and endorsed by that chapter’s Presiding Elder. 
3. The assistance shall cut across on the following:

  • Serious Sickness
